An Invitation for Expressions of Interest as Principal Recipient (PR) of a potential HIV AIDS and Malaria Grant under the New Funding Model, Global Fund to Fight AIDS, Tuberculosis and Malaria in the Philippines
The Philippine Country Coordinating Mechanism (PCCM) has decided in its meeting of 3 October 2013 to develop a Concept Note to request for a new grant on HIV and the same on Malaria to be submitted to the Global Fund (GF) to Fight AIDS, TB and Malaria, under New Funding Model Standard Application Process.
Based on the Global Fund procedures, the PCCM shall select the Principal Recipient at the start of the Concept Note development to provide administrative and logistical support in the whole process. The selected PR shall organize a technical team who will write the Concept Note for submission to the Global Fund by August 2014. The Principal Recipient shall be responsible for managing the grant, should the proposal be approved, which includes sub-granting to other subrecipients (direct implementers), monitoring grant implementation against approved plans, preparing regular reports, and requesting for additional fund disbursements from The Global Fund, after endorsement by the CCM.
The PCCM invites interested organizations with experience and track record in managing multi-year, multi-million dollar grants to send their expression of interest to act as Principal Recipient (PR) of one of the two potential HIV and Malaria Grants of the Global Fund to Fight AIDS, Tuberculosis and Malaria in the Philippines. All interested parties are requested to submit the following: (1) letter of interest addressed to the “Chair, Philippine Country Coordinating Mechanism” mentioning the disease they are interested; (2) organizational profile; (3) proof of registration; and, (4) latest audited financial report. All required documentations should be submitted no later than close of business on Friday, 15 November 2013 to:
